CARE International, in common with most development agencies, works on the assumption that strengthening community organisations in the countries where we work will have a significant effect on reducing poverty and increasing the well-being of individuals, as governments, NGOs and the private sector work together. But we are also testing that assumption. Our strategy is to understand better how civil society operates in the countries where we work, assess the mechanisms that are commonly used to strengthen it and to evaluate our programmes in order to deepen our impact in this area.

Since 2004, CARE Zambia has been working through a Program Partnership Agreement (PPA) with the UK Government’s Department for International Development (DFID) to implement a number of Social Protection projects, aimed at increasing the capacity of institutions and the most vulnerable in society to better manage risk associated with food insecurity, destitution and HIV and AIDS.

International and national dynamics in Latin America are reconfiguring the relationships between the main development actors. These dynamics are shifting the ground for civil society organisations and impacting on their ability to fulfil their role in fighting poverty and inequality and promoting democratisation.
CARE commissioned research in Bolivia, Brazil, Nicaragua and Peru in 2007 to explore how the international and national contexts are affecting the ability of civil society to influence public and aid policy (with particular reference to the policies and practices of the World Bank and IDB). The UK’s Department for International development (DFID) Regional Assistance Plan (RAP 2004-2007) was a specific focus of this research. Local Funds have been used to pursue a wide range of development objectives, the common element being a competitive grant-giving process to support CSOs. CARE has been involved in managing several programmes, which shared a more specific focus on a range of goals around governance, civil society and rights.
