- In the Horn of Africa, it is estimated it will take seven years to recover from this year’s emergency. But recent trends suggest that the next drought is expected in five years, and some say it will be in as little as two. If this happens, the people affected will be in an even worse position to defend themselves than they were this year.
CARE's report sets out a drastic overhaul of the system: by putting money into helping people recover from emergencies, we could put a stop to them altogether.
