Launched in 2005, this government initiative aims to help national and local government work with NGOs and local groups to improve access to basic services such as health, education, transport and cultural expression. It also aims to increase potential for income generating activities and provide support for the most vulnerable people.

CARE sees this initiative as an innovative opportunity to reduce inequality in the country.
